Insights From BOGIS Under the Leadership of Engr. Adam Bababe
Across many public institutions, staff welfare is often the most talked-about topic yet remains one of the least implemented aspects of administration. Workers nationwide continue to call for better motivation, genuine recognition, and work environments that truly value their contributions. Sadly, only a few institutions have successfully transformed these policies into practice, creating supportive and productive workplaces.
However, in Borno State, the Borno Geographic Information Service (BOGIS), under the visionary leadership of Engr. Adam Bukar Bababe, has taken deliberate steps to prioritize staff welfare, setting a standard that other public institutions would do well to emulate.
Recognizing that public service depends heavily on human performance, and that staff welfare is the backbone of any productive organization, Engr. Bababe made welfare a cardinal principle of the Agency. Unlike many institutions where welfare remains theoretical, BOGIS has brought it to life in meaningful ways.
Recently, Engr. Bababe honoured two outstanding staff members whose dedication and punctuality have consistently been exceptional. One received a fully sponsored Hajj seat, while the other was gifted a Jerusalem pilgrimage ticket gestures rarely seen in the public service space, and ones that speak volumes about the value BOGIS places on hard work and commitment.
Beyond this recent recognition, BOGIS has continued to support its workforce in multiple ways: from food support, to healthcare assistance, improved working tools, and a conducive office environment. The Agency has also introduced continuous training opportunities both within and outside the State, while prioritizing transparency, teamwork, and professionalism.
Experts have long argued that employee motivation directly influences productivity. Welfare builds trust, trust breeds commitment, and commitment produces excellence. This excellence is what strengthens public confidence in government institutions.
BOGIS under Bababe's leadership exemplifies this principle, now standing as one agency in Borno with disciplined and hardworking staff who willingly work hard because they feel valued, respected, included, appreciated, and supported.
In contrast, many government institutions battle delays, errors, and low morale not because workers lack skill, but because they lack motivation and a sense of belonging.
Therefore, investing in staff welfare, whether through clear communication, recognition, training, or basic work tools is not an expense but a strategic advantage. This is the deliberate approach implemented by the BOGIS Executive Secretary, Engr. Adam Bukar Bababe, which has led to first-of-its-kind achievements recorded in Borno’s land administration system.
With mass retirements sweeping through various ministries and agencies across Borno State, the burden on the remaining workforce has become heavier than ever. This reality calls for proactive leadership. Heads of agencies must now brace up, strengthen capacity-building, and invest deliberately in the staff who remain.
The future of public service rests not in figures, but in the dedication, skill, and growth of its workforce.
BOGIS, has set a high standard by demonstrating what is possible when staff welfare, continuous retraining, and a conducive working environment are prioritized.
