The Borno State Government has suspended all activities on the rehabilitation of Bakassi and Teachers’ Village Housing Estates pending a review of its Public-Private Partnership agreement with Thinklab Group Ltd.
The suspension was announced in a statement issued on Monday.
According to the government, the decision followed an assessment by officials who raised concerns about project delays, the quality of work, and compliance with the terms of the contract.
The government said the contractor failed to complete the projects within the 12-month timeline specified in the agreement.
It added that the rehabilitation work carried out so far did not meet the required standards and specifications outlined in the contract.
Officials also expressed concern over reports that ownership rights were being exercised at the estates, with housing units being offered for sale, lease, or transfer despite the projects not being completed.
The statement noted that the PPP agreement allows such transactions only after the projects have been completed and duly approved in line with contractual terms.
'As a result, the government has directed the immediate suspension of all activities at both housing estates while it conducts a comprehensive review of the agreement and the implementation of the projects,' the statement said.
In the meantime, the government advised members of the public not to buy, lease, accept allocations, or enter into any transaction involving housing units at Bakassi and Teachers’ Village estates until the review is completed and further directives are issued.
It said the move is intended to protect public interest and ensure compliance with contractual obligations.
The government reaffirmed its commitment to transparency, accountability, and the delivery of quality infrastructure.
It added that further information will be provided to the public after the review is concluded.
Bakassi and Teachers’ Village estates are among key housing projects in Maiduguri aimed at addressing accommodation needs in the state.
